The American National Standards Institute (ANSI) has approved the cost-per-hire standard as the first American national HR standard sponsored by the Society for Human Resource Management. One of the men deeply involved in the development of Cambodia?s financial system, Dr Ghanty Sam, of the Financial Institute of Cambodia, who is also a board member of the Securities and Exchange Commission of Cambodia, says people should be aware of the downside of investing in any stock exchange, as well as the upside.

When people say they play the stock market, they imply that it?s a game, like gambling at a casino, Ghanty Sam says.

?In gambling, you don?t have the probability you are going to win. The probability is shaky.? You are subject to the law of gambling.? In investing, you know the probability of winning or losing because you have the information available to make the right decisions,? he says.

?Information is what makes investing different from gambling.? Our whole training at the Financial Institute of Cambodia is to teach them how to use the information.?

Ghanty Sam says people can use their money according to the level of risk they are willing to take.

As an exercise with his FIC students, using the Yahoo search engine, he went to Apple Inc last August and saw the share price was $182.?

?As of yesterday, Apple?s share price was over $550,? he said.? ?I told them to invest, but they didn?t listen to me.?

I said they would have been millionaires by now.?

On the other side, he showed students that some stocks seemed to disappear.

?Some banking stocks and some European stocks started to fade away because of poor performance.? That is why we focus on letting you use your brain and use your heart.? If you use your heart, be careful, you may make the wrong decision. Be careful if you are listening to advice of somebody.? Try to use your brain and get some information.?

Ghanty Sam explained the basics of what makes a good company.

?Let?s take The Phnom Penh Water Supply Authority (PPWSA).? ?You will see the prospectus and you can use your common sense.? Who is guiding this company? What is this company doing? ?

?Whether in good or bad situations, people need to drink water every day.? PP is almost saturated with the water system.? There may be some room for expansion. We look at the possibility, the projection, the forecast, to see whether there?s a prospect of making money or not.?

Ghanty Sam cautions his students not to put all their eggs in one basket.

?I?m looking at the possibil-ity of diversification.? Suppose we are looking at Singapore or Malaysia. We can buy companies from different industries, from different regions and we try to diversity. In Cambodia, you cannot diversify right now; you will only have the water company.?

Dr. Ghanty says a good broker will advise you to diversify perhaps into a bond market, to create more stability, because stocks pay dividends when they make money, but the bonds pay regularly.

?Nobody can forbid you from putting $1 million worth of bonds in Singapore and so on.? You need to understand regional investment. How about stock from Canada, Australia, the USA?? That?s the simple thing we try to explain to our students: international diversification.?

The point people need to know is: you have to define the level of risk and the possibility of losing that money,? Ghanty Sam says.

?You are investing in securities.? How much are you willing to take when that investment happens to go sour?? If I have $100,000 for the education of my son, I would not invest that money in risky investments.? I have to protect that investment.? If I want to invest, stock is a good investment.? You can take the long term in stock.?

Another type of investor is the short-term speculator.

?We are talking about another group that wants quick profits and they don?t care about the long term.

?They use a lot of special strategies.? They care about technical analysis. They also look at the strength of that company. This group is called speculators.? They take a short term view.

?Speculators have to decide if they can afford to lose their hundred thousand, but if they cannot afford to do that, they should stay away from derivatives and speculation and so on. That is the first thing we try to convey. Investment can be profitable or it can lead to the possible loss of your capital.

?In the long term, it creates an upward profit. Short term is up and down, but the trend is upward.?

Dr. Ghanty says studies have been done that indicate if a person invests in a portfolio of blue-chip stocks, the average return over 50 years is 12 per cent. Stock has a premium, more than a bond, and is a very good investment for the long term.?

In an FIC class called Applied Corporate Finance,? Ghanty Sam talks about training students who may be working for securities companies.

?That?s where we need to understand the corporate management side and asset management, to help people to invest. This is the same thing as financial planning for your client.?

Another FIC course teaches about derivatives.

?We teach about derivatives because the broker and the dealers will have the clients for it,? Ghanty Sam says.

?Derivatives have two uses:?? with speculating, we try to train our students to understand that.? They may be future investors in Cambodia or become the staff of an investment company.?

New iPad Teardown: 'It's Really Just a Giant Battery'

You may be busy preparing your line-waiting strategy for a new iPad on Friday morning, or plotting the fastest route to your local Wal-Mart to pick up a new iPad at midnight.

But the guys at iFixIt have trumped us all -- by flying to Australia, where the tablet is already on sale, and proceeding to tear one apart.

iFixIt's CXO Luke Soules was first in line to pick up the new iPad at the Telstra store in Melbourne, Australia.

He promptly took the device apart to find out what's inside, with the help of heat, plastic guitar picks, and a plastic opening tool.

Battery

The battery is perhaps the most notable thing Soules found in the teardown. The new iPad rocks a 42.5 watt-hour battery, a dramatic increase over the iPad 2's 25-watt-hour power provider.

The iPad is going to need all that power to truck along on 4G and support the extra RAM and improved graphics in the tablet, and battery life is still rated at right around the same amount as its predecessor.

"Its 3.7 volts and estimated 10 hours of use (9 with cellular data network) are comparable to that of the iPad 2, but we assume the extra 17.5 watt-hours are put to good use powering the extra RAM and greatly improved GPU," says Soules. "As is the case with most tablets, the iPad 3 is really just a giant battery."

The new iPad comes rocking a A5X processor manufactured by Samsung. "Like the A5, the A5X system features a 1GHz dual-core CPU. The upgrade that earns it an 'X' is the new GPU, which Apple claims outperforms even Nvidia's Tegra 3 processor." notes Soules.

The newest iPad's screen is what has many clamoring to get their hands on one, and iFix it echoed some of the same points early reviews have made about the screen.

"Even turned off, the 2048x1536 pixel 'Retina display' seems to radiate with colors one could not begin to imagine," Soules said during the site's live teardown of the tablet. The model numbers on iFixit's iPad make Soules believe that the screen -- at least on its model -- was made by Samsung.

Other improvements include the tablet's new 5-megapixel camera, and LTE connectivity -- although LTE is not available in Australia where Soules was giving the tablet a test drive.

Study: Personal Clouds Will Soon Replace Personal Computers

In recent years, businesses and their IT departments have strived to provide their employees and customers with technology that accommodates widespread use of personal computers. However, with cloud services quickly altering the enterprise technology landscape, some experts say the personal cloud will soon replace the personal computer.

According to market research firm Gartner, the personal computer has traditionally been at the center of consumers' digital lives, but with the growing popularity of social media, mobile devices, consumerization in the workplace and other trends, the cloud is beginning to reign supreme.

"Major trends in client computing have shifted the market away from a focus on personal computers to a broader device perspective that includes smartphones, tablets and other consumer devices," said Steve Kleynhans, research VP at Gartner. "Many call this era the post-PC era, but it isn't really about being 'after' the PC, but rather about a new style of personal computing that frees individuals to use computing in fundamentally new ways to improve multiple aspects of their work and personal lives."

Gartner said consumers will soon expect businesses to accommodate personal clouds, forcing those companies to rethink how they deploy applications and deliver services to customers. The report explained several "megatrends" that are facilitating the expansion of personal clouds and the death of personal computers.

According to the study, the consumerization of enterprises is the top megatrend driving businesses to consider users' personal clouds, as consumers are more tech-savvy than ever, have several technology expectations and are constantly connected to the internet, social media and mobile devices. Furthermore, consumers are quickly becoming innovators.

Additionally, Gartner said virtualization is changing how businesses create client environments, and self-service clouds are enabling users to implement scalable, on-demand resources whenever they want or need to.

Gartner isn't the only one predicting that the growth of cloud computing is prompting businesses to alter how they deliver applications and services while changing how customers consume information, software and other resources. In a recent Montreal Gazette column, expert Mitch Joel said enterprises and consumer tasks are rapidly migrating to the cloud.

6000ci and up, as you can imagine, are for the even longer hikes where you require more gear such as more clothes, tents, climbing axes, sleeping bags, food, water, camping stoves, and more.

Hiking backpacks, as opposed to regular backpacks, also provide a lot of different options for carrying gear. They will usually have sleeping bag storage areas, hydration areas for holding water, and a lot of external straps and hooks to tie in other gear such as climbing axes. They will also have a lot of sizing straps because when you are packing that much weight, you want to make sure to properly pack and properly distribute the weight so you can carry all your equipment for the long haul.

Another simple word that can boost partner pleasure: ?we.? ?A study published in the September 2009 issue of the journal Psychology and Aging found that spouses who used couple-focused words such as "we," "our" and "us" when talking about a conflict also showed more affection, fewer negative behaviors such as anger, and lower physiological stress levels during the disagreement. Using words that expressed separateness, such as "I," "you," and "me," during the discussion was associated with marital dissatisfaction.

If your spouse bugs you now, the future is bleak, according to a study showing that couples view one another as even more irritating and demanding the longer they are together. Researchers asked 800 individuals about their level of negativity toward a spouse/partner, their children and friends. Spouses and partners took the top slot as the most annoying. And the negative views of spouses tended to increase over time.

However, that increase in negativity could be a normal part of relationships.?

"Because we found that pattern was overall among the participants, it appears to be normative. It's not something unusual that happens," said lead researcher Kira Birditt, a research fellow at the University of Michigan's Institute for Social Research. The research was presented in November 2008 at?an annual meeting of the Gerontological Society of America.

Be tough

Speaking of spouses driving one another mad, not to worry, says one researcher who has found that some marriages actually thrive on negative behaviors.

For some couples with serious problems, the best way to breed a happier marriage seems is by placing blame on each other, telling the other person to change, and being less forgiving, according to a decade of research on the topic by University of Tennessee psychologist James McNulty.

Essentially, he said, happy couples behave in certain ways that, rather than making them happy, may simply reflect their glee. In fact, McNulty has found that if unhappy couples practice these same positive thoughts and behaviors, their relationships seem to get worse over time.

He added that there's evidence to suggest placing blame and other negative exchanges can motivate partners to change. His research suggests marriage counselors might do well to encourage troubled couples to be more critical of one another.

Work hard at it

Romantic love can stand the test of time if you apply elbow grease. In a study published in 2009 in the journal Review of General Psychology, researchers analyzed surveys of more than 6,000 people, including new relationships and marriages that had lasted at least 20 years. A surprisingly high number of people were still very much in love with their long-term partners, though the researchers drew a distinction between romantic love, which can endure, and passionate or obsessive love, which often fades after the beginning of a relationship.

The key to keeping that romance alive: hard work. Research has suggested these couples spend time and really care about the relationship; they seem to be able to resolve conflicts relatively smoothly, said Bianca Acevedo, a postdoctoral researcher at the University of California, Santa Barbara, who authored the study while she was a graduate student at Stony Brook University. Studies have also shown novel experiences can stimulate the production of the neurochemicals dopamine and norepinephrine, which show up in the brain in the early, blissful stages of a relationship.

Sharpen Saw Chains Yourself

If it's not cutting the same as the first time you used it, then you are making your cutting jobs much harder than they need to be. ?The effect of using blades that are dull is accumulative: it will get worse and worse and possibly ruin the chain and the saw. ?When this happens, the danger to the operator is significant. ?For these reasons, it is always good to maintain sharp saw chains.

The best place to sharpen a chainsaw blade is on the workbench, not in the field. ?Doing field sharpens usually proves to be excessively time-consuming and difficult. ?The best way to make this possible is to come into the field prepared with several pre-sharpened blades. ?This way, the blade-changing is confined to the field, and the blade-sharpening to the shop. Start the sharpening process by steadying the chain saw, using a wood block under if for support if necessary.

The chainsaw blade should always be maintained at proper tension, and it is especially important to do so at this point in the process. ?With proper tension, the chain should be snug against the guide, but still easily pulled around by hand. ?Make sure that the chain is not loose and wobbly during sharpening. ?Perhaps the most important step: wear leather gloves. ?The chainsaw blades are extremely sharp. The saw chain cutter has three different cutting angles that must be restored. ?

This can be done with a single round file with the proper diameter. ?Check the user's manual to see which diameter to use for your unit. ?The dealer or clerk at your local home supply store will also be able to advise you.

The key to proper sharpening lies less with getting the angles exactly right and more with removing all damage from the side and top plates. ?The critical top corner must be really sharp. ?Do this by consistently holding the file at the correct orientation and height within each cutter. ?

This is best achieved by using a file guide. ?The best file guides are plates that simply drop over the chain. ?These guides keep the file at the right attitude and height and have alignment marks to show proper plate positioning. ?It also allows you to see what you are doing. ?This is not true for guide plates that clamp to the file, although these types of guides are also acceptable. ?In either case, make sure to get the right guide for your chain. Now perform the actual sharpening. ?

Hold the file with both hands and perform steady, full strokes. ?The forward stroke is the critical stroke; lessen pressure on the return stoke. ?Be sure to gauge your progress by consulting the depth-gauge regularly. Practice filing and gaining finesse for the process. ?This will ensure a successful sharpening process.
