India set to have first Defence University

New Delhi : India will soon have an university exclusively for defence studies for the first time. The country has notable defence institutions like the National Defence Academy at Kadakwasla and National Defence College at New Delhi where foreign students are alumnis, but an university exclusively for defence studies is needed to fill in the gap.

The decision for setting up of the Indian National Defence University (INDU) was finally approved at a meeting presided over by the Defence Minister AK Antony here on Friday.

Accordingly, the Prime Minister, Dr Manmohan Singh is slated to lay the foundation stone for the university campus and building in the last week of May, this year.

INDU will be a fully autonomous institution and will be located on over 200 acres of land at Binola near Gurgoan in Haryana. The university will have a mandate to provide knowledge based higher education for management of defence of the country keeping its participants abreast of emerging security challenges through scholarly research and training.?

The site, Binola has been chosen due to its proximity to the availability of land near the national capital New Delhi. It would be easier for international guests and students as well as country?s security personnels, civilian and defence officials to visit the main campus at Binola for courses and training.

The Education Consultants of India Ltd (EdCIL), which is a public sector enterprise set up by the Union Ministry of Human Resource Development, has been appointed by Ministry of Defence as consultant for formulation of detailed project report (DPR), layout plan and for drafting the provisions of the INDU Bill to be tabled in Parliament and subsequently the statutes.?

The University will be headed by its President, who would be a three star serving General or an equivalent officer with C-in-C status on appointment.? The Vice-President will be a civilian. About 66% of students would be from the Armed Forces, whereas 33% of students would be drawn from other relevant government agencies, police and civilian.? The teaching faculty will comprise both military personnel and civilians in the ratio of 1:1.? The University is being planned on the model of the existing high-profile Indian Institutes of Technology (IITs) and Indian Institutes of Management (IIMs).???

The idea of a National Defence University was first mooted in 1967.? This was followed by the recommendations of the Sethna Committee in 1980, Kargil Review Committee in 1999, Group of Ministers and Committee on National Defence University in 2001.???

This long awaited University will be instituted by an Act of Parliament with President of India as the Visitor and Defence Minister as the Chancellor.? It will be governed by its own norms and will inculcate and promote coordination and interaction between Armed Forces and relevant civilian institutions and establishments in the country.?? It will focus on higher education in defence studies, defence management and defence science and technology.? The University will offer post graduate studies and doctoral and post-doctoral research.?

The Union Minister of State for Defence Jitendra Singh, Chairman Chiefs of Staff Committee (COSC)? and the? Chief of the Air Staff Air Chief Marshal NAK Browne,? Chief of the Army Staff General Bikram Singh, Defence Secretary Shashi Kant Sharma, Deputy Chief of Naval Staff Vice Admiral PK Chatterjee and Additional Secretary Anuj Kumar Bishnoi attended the Friday?s meeting presided over by the Defence Ministry AK Antony which finally approved the decision.

Gang member arrested in Colo. corrections killing

DENVER (AP) ? One of two members of a white supremacist gang linked to the killing of Colorado's prisons chief has been arrested just miles away from where the state official was shot to death answering the door to his home.

James Lohr was taken into custody early Friday, said El Paso County sheriff's spokesman Jeff Kramer. Lohr was wanted for questioning in the killing of Colorado Corrections Director Tom Clements. It's unclear if Lohr has been charged.

Authorities believe Lohr was in contact with gang associate Evan Ebel days before the slayings of Clements and pizza delivery man Nate Leon. Police said they believe Ebel killed Leon and Clements before he was killed in a shootout in Texas. The motive in the killings isn't clear.

Clements was shot to death on March 19 in Monument, just north of Colorado Springs. Leon was killed two days earlier. His body was found in the Denver suburb of Golden.

KRDO-TV (http://tinyurl.com/d8bj8vt ) reported that Lohr was arrested by Colorado Springs police after a short foot chase that started when police tried to stop a car.

Authorities issued an alert Wednesday asking other law enforcement agencies to be on the lookout for Lohr and Thomas Guolee, who were identified as two known associates of the same gang linked to Ebel.

Lohr, 47, and Guolee, 31, have not been called suspects in Clement's death, but their names surfaced during the investigation, Kramer said. He wouldn't elaborate. Both were wanted on warrants unrelated to the Clements investigation.

Lohr and Guolee are known associates of the 211 Crew, the same gang that has been linked to Ebel, Kramer said.

Kramer said earlier it's possible one or both of them could be headed to Nevada or Texas.

On Thursday, Colorado Gov. John Hickenlooper announced a sweeping review of the state's prison and parole operations as more evidence piled up showing how Ebel slipped through the cracks in the criminal justice system to become a suspect in the killing of the state's prisons chief.

Ebel was released from prison four years early due to a clerical error and violated his parole terms five days Clements was killed.

Officials said the state will now audit inmates' legal cases to ensure they are serving the correct amount of time. They also will ask the National Institute of Corrections to review the state's parole system, which is struggling under large caseloads.

Ebel was killed in a shootout with Texas authorities after the Colorado deaths. Investigators have said the gun Ebel used in the shootout was also used to kill Clements when the prisons chief answered the front door of his home.

Ebel is the only suspect that investigators have named in Clements' death. They have said they're looking into his connection to the gang he joined while in prison, and whether that was connected to the attack.

"Investigators are looking at a lot of different possibilities. We are not stepping out and saying it's a hit or it's not a hit. We're looking at all possible motives," Kramer said Wednesday.

Guolee is a parolee who served time for intimidating a witness and giving a pawnbroker false information, among other charges, court records show. Lohr was being sought on warrants out of Las Animas County for a bail violation and a violation of a protection order, according to court records.

Obama budget to offer program cuts, seek deficit deal: official

WASHINGTON (Reuters) - President Barack Obama will offer cuts to Social Security and other entitlement programs in a budget proposal aimed at swaying Republicans to compromise on a deficit reduction deal to put the country's finances on a sounder footing, a senior administration official said on Friday.

The president will offer to apply a less generous measure of inflation to calculate cost-of-living increases, the official said on condition of anonymity. That change would result in lower payments to some beneficiaries of the Social Security program for retirees.

Obama would agree to cuts to other so-called entitlement programs, the official said.

But the president will only accept these spending cuts if congressional Republicans, for their part, agree to higher taxes, the official added. The president's budget proposal, due to be laid out in full on Wednesday, would cut the deficit by $1.8 trillion over ten years, the aide said.

Roman ring that 'inspired Tolkien' goes on show

LONDON (AP) ? A Roman gold ring that could have inspired J.R.R Tolkien to write "The Hobbit" and "The Lord of the Rings" is going on exhibition in England.

Found in a field in southern England in 1785, the ring is linked to a Roman tablet inscribed with a curse on the thief who stole it.

That tablet was found at the site of a Roman temple dedicated to the god Nodens in Gloucestershire, western England. Tolkien worked on the etymology of the name Nodens in 1929 and visited the temple several times.

Lynn Forest-Hill, education officer for the Tolkien Society, says the exhibition will explore the ring's story and let visitors decide whether it is Tolkien's One Ring.

The exhibition at The Vyne, a historic mansion in southern England, opens Tuesday.

Arkansas to probe Exxon Mobile spill

The US state of Arkansas has launched an investigation into the rupture of an Exxon Mobil oil pipeline that spilled thousands of barrels of crude.

Attorney General Dustin McDaniel asked the company to keep all documents pertaining to Friday's spill.

The rupture in Mayflower prompted the evacuation of 22 homes, with police enforcing a blockade around the spill.

The spill has renewed debate over a proposal to build another pipeline from western Canada to the US Gulf Coast.

In the wake of Friday's release of thousands of barrels of oil from the Pegasus pipeline, black crude was seen soaking lawns and streaming down residential streets in the community north of the state capital, Little Rock.

'Future litigation'

"This incident has damaged private property and Arkansas's natural resources," Mr McDaniel said. "Homeowners have been forced from their homes."

He said the request Exxon Mobil keep records on the spill was the "first step in determining what happened and preserving evidence for any future litigation".

The oil company has said it will co-operate with any investigation.

Exxon Mobil says it plans to dig up and replace the broken part of the 65-year-old line that runs from the state of Illinois to Texas.

But rain forecast for Tuesday afternoon could hamper the clean-up by carrying oil sheen towards nearby Lake Conway, a popular destination for bass, catfish, bream and crappie fishing.

Local responders have built barriers of rock and dirt to stop the oil from contaminating the lake, and Exxon Mobil put booms into the lake as a precaution.

The oil company said it was putting together a plan to enable residents return home. Until then, Mayflower police were accompanying them as they retrieved personal belongings from their houses.

Separately, Canadian oil company TransCanada has proposed building a 1,700-mile (2,735km) pipeline called Keystone XL to carry crude from Alberta, Canada's tar sands region to refineries in Texas.

The project has encountered stiff opposition from environmental groups.

AstraZeneca suffers fresh drug patent setback in U.S

LONDON (Reuters) - AstraZeneca has suffered a fresh patent setback with a U.S. court decision that a patent protecting its Pulmicort Repsules asthma treatment is invalid, clearing the way for a generic copy from Actavis.

The ruling comes as AstraZeneca is already facing a big fall in sales due to patent expiries on other medicines, prompting a $2.3 billion restructuring plan and further job losses announced by new CEO Pascal Soriot last month.

AstraZeneca said on Tuesday it strongly disagreed with the court's decision and was considering next steps, including lodging an appeal.

The District Court for the District of New Jersey ruled in favor of Actavis, which has developed a generic version that it now intends to launch immediately.

The verdict will not change AstraZeneca's revenue guidance for 2013, which is that the company anticipates a mid to high-single digit decline in sales.

But Britain's second-biggest drugmaker said additional generics entering the U.S. market would materially impact royalties received on sales of Teva's existing generic version of Pulmicort Repsules. Teva already has a generic on the market following an earlier deal with AstraZeneca.

Total branded and generic sales of Pulmicort Repsules were around $1.2 billion in the United States in the 12 months to January 2013, according to Actavis.
